An assertion made that the Macao Government had
infringed the agreement by interference on the Lappa shore is
devoid of foundation. It confined itself strictly to the
policing of the harbour waters which run up to the shore.

The Kuangtung Government claims that it has juris-
diction in international law over the waters along the Lappa
shore, but this claim has never been ner could it be recognised
by the Macao Government, as to do so, prior to delimitation,
would be to alter the status quo of 1887, at which time these
waters were indisputably under Portuguese control, this
status being endorsed by the Notes of 1890 referred to above.
As was pointed out by the Portuguese delegates in a letter which they addressed to Mr.Liang L n-haun, Commissioner for
3/20 Foreign Affairs, on May 3+4, 1920:
.
We cannot accept your proposal to lay down a fixed
boundary between Portuguese and Chinese waters as this is
of the very essence of delimitation. It can only be decided
by the ligh Commissioners appointed by the two countries to
that effect".
